The Suspicious Activity Reports (SAR) module provides correctional intelligence officers with a structured, standardized workflow for documenting, reviewing, and escalating behavioral and communications intelligence that falls short of a confirmed incident but warrants formal documentation. SARs serve a critical function in correctional settings: they create a discoverable, time-stamped intelligence record that can be referenced if a flagged inmate is later involved in a disciplinary violation, criminal investigation, or gang-related incident. To create a new SAR, click the New Report button in the upper-right corner of the SAR list view; the system will open a multi-section form prompting the officer to identify the subject inmate, describe the observed behavior or communication, select a threat category, and attach any supporting evidence such as call recordings, message transcripts, or officer observation notes.
The SAR list view displays all open, pending-review, and closed reports in a sortable table. Each row shows the report number, subject inmate name and booking number, threat category, submitting officer, submission date, and current status. Status values progress through a defined workflow: Draft (saved but not submitted), Submitted (awaiting supervisor review), Under Review (assigned to an intelligence supervisor), Escalated (referred to law enforcement or command staff), and Closed (reviewed and resolved). Supervisors can filter the list by any column and assign open SARs to specific intelligence officers for follow-up investigation, with the assignment logged automatically.
Each SAR record supports rich documentation including freeform narrative sections, structured threat category checkboxes (gang activity, contraband intelligence, escape planning, PREA-related behavior, external coordination, etc.), a related-inmate field for linking associated subjects, and an evidence attachment panel. Attachments can include audio recordings pulled directly from the Call Monitoring sub-module, message excerpts from the AI Message Review queue, or uploaded documents such as handwritten notes or photographs. All attached evidence is stored with SHA-256 integrity hashes, ensuring that the evidentiary chain of custody is preserved from the moment of attachment through any subsequent legal or disciplinary proceeding.
Completed SARs can be exported as formatted PDF documents suitable for submission to county sheriff’s offices, state intelligence fusion centers, or prosecutorial agencies. The export includes a cover page with the facility name, report number, and certification block for supervisor signature. Facilities with active law enforcement partnerships can configure automated SAR forwarding to designated agency email addresses upon escalation. All SAR activity — creation, editing, status changes, assignments, and exports — is captured in the audit log, providing the complete documentation trail required by state correctional oversight boards and federal compliance monitors.
